NINE months — that is how long it will take for the world to know if American President Barack Obama’s fiscal stimulus programmes will be successful.


And that will give the world a better idea of how long the ongoing recession would last, said Minister Mentor Lee Kuan Yew, as he backed a younger generation of Singaporeans to emerge stronger from the latest crisis just like how his generation came out of the severe slump some four decades ago.


“We will have an indication of when America’s economy will bottom out and start to grow again. With luck, it could be by the end of 2009 or in early 2010,” Mr Lee said at his annual Tanjong Pagar constituency Chinese New Year dinner.


Although it had been said that Singapore was no longer overly dependent on the United States, early predictions last year by Government leaders of how the growth of China and India could mitigate the downturn have fizzled out, and Mr Lee on Friday stated the reality that while the Republic “may get some spin-offs”, these countries “cannot lift us like a US recovery”.


But with many leading American economists doubtful if Mr Obama’s policies would kickstart the US economy, Mr Lee said Singapore’s Resilience Package “may have to be updated” by the end of the year.


“Singaporeans and their government are not in panic,” he added. Even if the recession “goes on for several years”, the country has “the wherewithal to survive”.


And although it may look like the Government’s investment strategy has led to “a big loss today”, the investments are for the “next 10, 15, 20 years”. “We will ride the storm and when the economy recovers, our shares go up,” he said.


Mr Lee also gave his vote of confidence to the numerous Budget initiatives announced this week, including the “unusual” Jobs Credit scheme to “buy us time”.

“So, those MPs who say ‘give $300 to every citizen’ and we will boost the retail, they just don’t understand the bigger picture,” he said.


“I think it’s important they should be given a course in macro economics.”


“What is Singapore’s position? What is the world’s position, and this is our position in the world ... We depend on the quality of our workers, producing goods for the world, producing services for the world.”


Singaporeans are better off here than in any other Asian country — except Japan — if they had the same job, added Mr Lee, who expressed his faith in younger Singaporeans having “the grit, stamina and resourcefulness to bounce back” and make Singapore “one of Asia’s most vibrant and beautiful cities”, with many new and green developments.


“This is not a pie in the sky. It will be realised in the next five to 10 years, even with the current financial crisis,” he said.


Encouraging Singaporeans to build on the “hard work, resourcefulness and ingenuity” of earlier generations, Mr Lee said: “You are the descendants of these lion-hearted pioneers. You have it in you to succeed. Joining you are hardworking and talented new emigrants from Asean, India and China. Together, we can make the grade.”
